Outcast engineer "Ingenious Ordinance" works faster than intended

Issue Description (Required):

Outcast engineer “Ingenious Ordinance” talent states that bomb is created every 180 second. Timer icon reflects that, but bomb is actually created when the timer is approximately half full at 80 seconds which makes this talent much stronger.

Steps to Reproduce (Required):

  1. Pick “Ingenious Ordnance” talent. (Tested with no other talents apart from 1st level)
  2. Watch how timer reaches approximately half of it’s intended time.
  3. Observe how grenade is created at approximately 80-90 seconds.
