One in the Chamber:

• Increased the number of times you need to kill an enemy with the last round in a clip from 5 to 8.

Seems like a relic from the old version of this penance.

I’m having the exact same problem for days. Stuck at 5/8

Maybe the top value’s max was never updated to go to 8 after the patch? So since it still thinks that 5 is the max value then it never gets to 8/8?
