That is your starter shovel.
It feels like a deliberate design decision to make it so you can’t upgrade your starter weapons. Either way, you really shouldn’t bother upgrading them.
In V2 it was possible to upgrade weapons, once you upgraded it to red it had max stats.
If they came from Vermintide 2, then I can see where the confusion comes from.
