Non-Stop Violence removes the speed effects of Bull Rush

Issue Description:
When Skullbreaker’s level 30 feat Non-Stop Violence is chosen, the boosts to movement and attack speed after the Bull Rush charge do not occur.

Steps to Reproduce:

  1. As Skullbreaker select the level 30 feat Non-Stop Violence.
  2. In a mission or the Meat Grinder, activate your special ability and wait for the charge to end.
  3. In normal circumstances you get the mentioned speed boosts as a 5 second buff. With this feat active, this buff doesn’t happen.

Here’s where the buff icon would be if the buff was active after Bull Rushing with NSV.
And yes, it’s not just a missing visual in the HUD. You do not get a functional speed buff as expected.
