Issue Description:
When using the Vet’s Volley Fire during the reload animation of the plasma gun, with Sustained fire perk equipped, My gun will not generate any heat until I complete a reload animation

while in the reload animation of the plasma gun
activate volley fire
No heat until next completion of reload animation
