I had to let the pox hound pounce me and have your Cybermastiff attack the pox hound without any commands or dog bomb

Just had it finally proc seems like it only works on the lowest difficulty

Yeah seems like so as it is one of those “early game” Penance achievements like petting doggo and such, although somehow I did get my achievement on Damnation, as my teammate walked me through it to have it happen and work lol
