The Time+Hammer can stay exclusive to the Priest since the tome part is pretty unique to sigmarite priests. But Witch Hunters should have no qualms smiting heretics with Sigmar’s symbol! (and Bounty Hunters will use anything)

In my books dual wielding hammers wouldn’t really fit for either WHC or BH; it lacks a certain refinement and finesse both classes have. Afterall, their whole thing is keeping enemies at an arms length using swift hit and run tactics. One could argue the flail and falchion+axe do overstep this a bit, but what is done is done. Looking at Bardin’s double hammers they definitely boost his ranged career crowd control way more than is appropriate.
1H hammer on the other hand would be (thematically) excellent fit for both. What better way to drive stakes through vampires’ chests for witch hunter or crumple crude bandit armor for the aspiring bounty hunter. 1H hammers are already usable for most other careers, so what’s two more.
Finally, I reckon 2H hammer would tip BH too much in the direction of a melee career. Again, sure, RV and HM have access to those, but Bounty Hunter is already a formidable close-range powerhouse with blessed combat and griffonfoots. Similarly WCH can generate a massive damage surge with the guaranteed crits talent, and combining that with said weapon could easily level a cata sw patrol in seconds. There’s a fine line between extremely fun and extremely overpowered, and the definitions overlap a lot.
I disagree with this assessment because other games didn’t prevent witch hunters from the hammer options. As GW goes over every single game using their IP, that would mean games like Mordheim and it’s Witch Hunters were approved by GW.
This is a completely separate problem entirely and Blessed Combat being utterly broken is something that shouldn’t impact the entire career’s trajectory that hard as it’s such an overpowered outlier (nerf/rework it)
Not to to mention, RV with the Masterwork Pistol is just as broken and dangerous to everything in close range (not sure how FS can nerf this one as in theory this is only broken in the very specific combination of MWP with RV and his damage amplification, two things that aren’t terribly OP on their own unlike Blessed Shot)
I think just 1H mace is the most suitable for both. You can already use Flail, but there’s only one glass cannon WHC build for it with Crit+AS, and no viable BH builds for it.
WHC I’ve seen few Mordheim depictions.

Oh yeah I agree with you on the flails, this is such an odd but totally GW thing. And even Mordheim has a funny little restriction in that only religious characters could use “sigmarite Warhammer” whereas regular hammers could be used by them and anyone else.
But as for whether Victor in his other incarnations would use it or not, I don’t see why he wouldn’t. While his most iconic representation is him styling on Skaven with his pistol and rapier, he’s also been using heavy clumsy weapons like Greatsword since V1 or less refined weapons like Falchions.
BH just really needs better THP generation talents.
Or maybe the headshot/Crit and On-Kill ones could get made more useful in a team game.
Yeah that’s always bothered me since the game’s release, hence why I bought the Dashing Rogue skin the second it’s on sale so his appearance fit his frailness.
