Issue Description:
Shovel’s special action Punch doesn’t do anything to Carapace. It’s been a problem with Shovel Punch before, and has been again for quite a long time now. Thankfully we could work around this bug with Brittleness, but now that Brittleness no longer affects stagger that is no longer possible. It feels especially weird and bad now that Cleaver and Club specials are buffed to stagger Carapace, while Shovel’s cannot. Love me Shovel, I wanna punch things again, but the Slap is just so much better and so is the Club in general. Shovel is just a worse Club in every respect at the moment.
Steps to Reproduce:
Use Latrine Shovel special action against Crusher > Notice nothing happens.
