Origin: Imperial Penal system is much harsher than the rest of the Imperial life, from the Enforcers taking care of the Convicts to the convicts themselves taking care off each others
Themes: This factions central theme is the Penal system, and it’s inhabitant
- Horde: Civilians and lower convicts, they are faster than Poxwalker and tougher than Groaner (But are fewer)
- Lower Hordes: Convicts, wearings chains and helmets, wielding what ever they found on the battlefield
- Higher Horde, Elites and Special: Enforcers, wearing Flak and Carapace armour
- Monster: Exalted Beast of Khorne, Sanctioner Automata

Higher Convict (Corpse Grinder), armed with a 2h Chain Axe,

Convict (Corpse Grinder), armed with 2 Chain Axes

Bloodletters would be introduced as Elites and possibly as base for both Specials and maybe Lords (Wouldn’t have Collars as those would only affect Psyker and be a bit difficult to balance

Enforcer, use a Carapace Shield like the Patroller but use a Manstopper Revolver (Quite heavy damage but close range)

Enforcer, work as just a variant
Tags: Flak armour
Clotter Flamer:
Convict, (Adding to that, the Flamer backpack should be targetable and explode)
Tags: Unarmoured and Maniac
Special Variants:
- Pox Hound → (Normal) Hound of Khorne “Blood Hound”: replace Infested with Maniac
- Bomber (Current one would need fixed to not have Flak head, as it doesn’t have a helmet) → Enforcer Concusion Grenades, have knockback but don’t cover the ground in fire
- Sniper → Just new model, no changes
Monsters and Lords
Exalted Hound of Khorne:
A bicephal Hound of Khorne, larger than their relatives
Act as a fast and tough Monster, can bite and throw Rejects
Sanctioner Automata:
Enforcer Automata, used for the heaviest of arrest, turned into pure killing machines
Act as slow lumbering Machines who come in 2 variants, with on one hand a Pacifier assault claws and Mancatcher (Can grab and throw Rejects) and the other being dependent on the variant:
- Assault rams: Let it charge heavy hits which will project Rejects back
- Concussion Cannon: Let it do the same but from ranged
Will use both arms to attack
Traitor Arbites “Proctor-Exactant”
Arbites envoy who lead local Enforcer into the Khornate Cults
Melee: Shock Maul and Assault Shield (Carapace) or Electro Flail (More of a Whip tbh)
Ranged: Enforcer Bolter or Heavy Bolter
Defence: Carapace Armour and Enforcer Backups (Patroler and Endurants)
