Based on my reading, you can’t ever replay lower Havoc levels unless some else is hosting the that level. It also suggests that once you hit 40 you can only “replay” it once a week without finding a party. If you always play with your friends, once you hit 40 you can only play it a few times a week. This makes it sound like the mode is something you just complete once and then maybe occasionally revisit. Quite disappointing.
Still problematic:

A massively inflated amount of options (due to randomly generated personal missions) makes regular matchmaking impossible and dilutes the pool for the party finder.

Outside of the highest difficulty, groups will have to recruit players with lower levels.
Players will want to progress through the levels and always skip as many difficulty levels as possible.
Players are incentivized to join other lobbies (to skip levels), rather than hosting their own (which would force them to play every single level in order). -
Immediately getting taxied through diff 40 once, will save you 39 missions played.
I definitely hear your concern and I promise I’ll be keeping a close eye on things and sharing everyone’s feedback through the first couple of weeks from release. We’ll be monitoring it to see if that does indeed happen.
I will say, Havoc will require that each player pick up the slack, and there is less room for errors. Havoc Assignment 40 shouldn’t be something the average player can easily be carried through after they first attempts at Havoc.

I would suggest to rework it to something like this:
It would solve basically every single problem with the Havoc mode, as it is planned now.
No need for the party finder. No rank hopping. No issue with finding competent players. No diluted mission pool.
Alternative Havoc:
- 5 mission difficulties (all damnation+) with a few options each
- 50 ranks (3 “stars” each)
- no individual modifiers per player
- regular mm playlist with 2-3 fast rotating options per difficulty
- party finder is also available
- players must climb ranks in oder to access higher difficulties
- successful missions grant stars, while fails lose you stars
- playing above rank is only possible in private lobbies (+3/-1 stars for win/loss)
Ranks 0-9:
- access is limited to damnation+1: +3 stars on win, -1 star on loss
Ranks 10-19:
- gain access to damn+2: +3 stars on win, -1 star on loss
- when playing damn+1: +1 star on win, -1 star on loss
Ranks 20-29:
- gain access to damn+3: +3 stars on win, -1 star on loss
- when playing damn+2: +1 star on win, -1 star on loss
- when playing any diff below: no stars on win, -2 stars on loss
Ranks 30-39
- gain access to damn+4: +3 stars on win, -1 star on loss
- when playing damn+3: +1 star on win, -1 star on loss
- when playing any diff below: no stars on win, -2 stars on loss
Rank 40-50

Sounds like something to only play with friends - I can already see other people telling me how to gear my character, and I don’t care for that - or indeed on the highest difficulties, where such coordination is surely required and in turn feels rewarding.
But if the only mission playable is on the players current level, then that means I can’t play and challenge myself just a bit, similarly to how now I look at the Auric Maelstrom and don’t play if I don’t like the modifiers. Because combing through a few dozen available lobbies to find interesting modifiers is not my idea of fun, either, and I expect the party finder to either be full of them, or again deserved if it turns out like Weaves. I can’t imagine there’ll be a decent spread of different rank lobbies 2 months later.
I’m not too worried about players jumping ranks, because if someone undeserving of at least rank n-10 joins a lobby and can still be carried, the remaining players probably have an excess of skill that can’t be balanced for, and might need higher max ranks.
After all, this would only happen in closed groups or with people who don’t care anymore.

instead of 40 difficulty levels with tiny gaps and a single option each (per player).
Your complaint could just as well be applied to the version of havoc that is currently planned, except that it comes with many additional issues regarding matchmaking, player competency, unfair skips of progression and other problems.
Will it Be Possible to have the Crusher (Power Maul) on Vet Eventually? It is a bit Borked RN but I just Want One My Vet Builds to Look Like a Ghetto Mauler, they Currently have Zero 2 Handers.

Since anyone can jump rank at any time, or blast through their previous rank to 40 with some effort, it sounds like you can theoretically just play 1 mission a week to get that week’s max rewards. Then, if you don’t play for 5 weeks, you’ll be busted down to level 35 and will have to play, at most, 5 missions that week to get that week’s max rewards.
Now that I think about it. Aren’t you essentially locked out of havoc if you can’t find a party?
What about joining maps in progress? As far as I know the partyfinder only works in the mourningstar, right?
Solo mode becomes even more important with this. Especially if when it becomes another dead mode within a few weeks just like Weaves. Or Orthos.
