Hagbane arrows penetrate Assassins and Globadiers

Issue Description (Required):

The Hagbane Shortbow penetrates Gutter Runners and Poisoned Wind Globadiers with both quick and charged arrows. This means that the charged arrow does not explode on impact, preventing the application of AOE poison damage to the initial target.
For quick arrows, this is inconsequential as the damage remains the same. However, the damage difference on charged arrows affects breakpoints in Cataclysm (on Shade for example).

This contradicts the “Vermintide 2 - Patch 2.0.15” dev post, which states: “Hagbane - Removed projectile penetration on charged shot to make sure it always creates a poison cloud on impact.” I have found no notes indicating that this change was reverted.

The attached video contains three clips (recorded in the modded realm for clarity, but reproducible in the official realm):

  1. Demonstrating cleave against a Gutter Runner with appropriate properties on the Hagbane and charm. The first target is close to a wall, allowing AOE damage to apply. The second target, with empty space behind it, does not receive AOE damage.
  2. Demonstrating cleave against a Gutter Runner without appropriate properties on the Hagbane and charm. Outcome is exactly the same - the first target is close to a wall, allowing AOE damage to apply. The second target, with empty space behind it, does not receive AOE damage.
  3. Demonstrating that the Hagbane penetrates a Globadier but does not penetrate Skavenslaves or Marauders. The first Globadier takes only impact damage, while the second Globadier takes both impact and AOE damage. Against Skavenslaves and Marauders, both impact and AOE damage apply only to the first target and not the second one, as penetration does not happen.

Steps to Reproduce (Required):

Fire a charged shot from the Hagbane Shortbow at a Gutter Runner/Poisoned Wind Globadier.
Ensure there are no surfaces or enemies behind the initial target, as the arrow will explode upon impact with them, potentially causing the explosion to affect the original target.
