Issue Description:
So in the recent patch they promised they would tune down the gunner spawn, yet it is still very common for 13 dreg gunner to spawn on top of other elites even in lower difficulties. I am pretty sure it is a bug as I do not see the same with any other enemy not even with scab gunners.

Play a game on heresy threat or higher
