Game nearly unplayable due to constant stuttering, began shortly after the release of Nightmares and Visions

Issue Description (Required):

Game consistently stutters in bursts of 2-3 short freezes. When there is not much happening, the game stutters roughly every 10 seconds. When there is action, the stutters come at a faster rate. These make the game downright unplayable at higher difficulties. I’ve attached a short clip of this occurring.
Something to note is that other than these stutters, everything runs perfectly fine! My max frame rate is set to 60, and it usually hovers at around 50. Before this issue came up, I’ve had very little issue running this game on my computer.

Attempted Solutions (Optional):

I tried a bunch of more general tips, including:
-Turned off some of the more advanced graphics options - very little effect
-Turned down graphics settings - Very little effect
-Turned off portrait rendering - Very little effect
-Turned down worker thread count to 6 - Made game run slightly better, but didn’t solve issue

I posted about this issue on the Darktide subreddit and was told to clear out the shader cache files. This seemed to work perfectly and completely eliminate the problem. However, the stuttering came back immediately the next time I opened the game. Since then, clearing the cache files has had zero effect
I then completely uninstalled and reinstalled the game. Much like the previous, it seemingly worked but stopped as soon as I closed then reopened the game. I then reinstalled it again, with the exact same results
