Issue Description:
that talent seems to not be making toughness regen any faster. tested with longer and 90% toughness regen speed. if it is working, cannot tell with stopwatch

I fully support it, it doesn’t work, I’ve tested it over 15 times and the result is always the same, this talent has no effect on regeneration under the effect coherency!
