It should say that you need to be at 10 Stacks. Currently it just stays you need to have Forceful active but it only counts the time when you are at ten Stacks or it counts it incorrectly cause i just did 2 Auric MTT with it active 99% of the time but it only counted 1328 Seconds
If you shield bash it builds the stacks like crazy and the 10 charges hold for the whole level almost

Keeping it at ten Stacks is easy. My Post is about that the description of the Penance doesn’t mention it needing to be at ten Stacks for it to count.
