As is always the case, nuance is lost on the internet and everyone just shouts past each other.
‘Nerf’ doesn’t have to mean ‘becomes useless’, I hate the PvP player mindset getting dragged into this games discussions like just because something goes from ‘broken’ to ‘good’ it’s suddenly unusable. If you can’t make something you like work, there’s a massive swath of difficulty options for a reason. This isn’t Marvel Rivels, just because we want something to stop trivializing the top end doesn’t mean your baby is suddenly not going to work (at least not inherently, it largely just depends on what FS does).
But as it stands, games basically ruined for a vast amount of the dedicated player base because you don’t have to play it anymore. I broke it down in another post, but the main pain points that NEED to be addressed (I don’t even care about the dog getting the arbite out of things, what’s truly making them a problem is):

The former is what truly makes the dog actively a ‘for free win button’. Instead of light staggering/knocking over the wave as it pounces, hitting 1 target, and causing THAT TARGET to be functionally eliminated from the game, the dog is a free shredder grenade every 4-5 seconds ON TOP of doing that. Bleed is already insanely potent, much less applying 8 STACKS of it every time the dog does anything to everything it passes through. That kills a poxwalker on it’s own, and double kills it if the dog pounces twice (which it will often do if it’s jumping at say, a Crusher or Bulwark to stun it with electrocute damage). This combined with hitting multiple elites with this effect as it passes through waves of them to target one, allows my literal full tank no damage besides the dog survivability Arbite to functionally solo Havoc 40, as you just turtle behind the shield and weight for everything to die to bleed. Waiting for ONE thing to die while CCing everything it passes through? Rather strong but I say rather potent, you got Remote Detonation if you want everything to die. Literally kill everything with Bleed while AFK? a problem, and if you don’t think so then please just continue playing Mortis Trials and stop trying to neuter the rest of the game the rest of us enjoy and were enjoying for the past 3+ years.
And Concussive is just something that shouldn’t exist. I know it’s fun to have all the stagger talents mean something for more than just bosses, but the entire class shoves things over just fine on it’s own. Getting to completely ignore puss hardened skin/all the things in Havoc that make things unstaggerable is an effect (again) that shouldn’t have left Mortis Trials. It fundamentally trivializes the game even harder given the whole point of stagger talents is that they are overly potent BECAUSE they tend to only effect a target either when it’s already basically dead, or something you actively CC’d with some other ability. Getting to have that effect instantly on hit is ridiculous, and I feel most of the reason Arbite feels so ‘boring’/brain dead to play beyond the dog. When you can activate 4+ talents plus blessing just for light attacking a targets head once, the stagger system might as well be deleted, because everything dies before it even has the chance to fall over.
I feel everything else can be gauged/wittled down or up after these are dealt with, but these two things HAVE to be dealt with, or else the game just stops being a game where skill expression matters and just becomes another arcade shooter. And there are a vast amount better ones of those out there. The only thing this game has is it’s melee system and it’s encouragement for people to actually ‘be good’, without either, it’s just another drop in the ‘stale free to win FPS shooter’ genre.
