Extremely blurry graphics after installing new GPU

I’ve recently upgraded from a GTX 970 to an RTX 3060ti and while the change has been smooth and my performance has increased several fold, I’m having a horrible issue with V2’s graphics upon installing the card.

The image display looks as if it was upscaled from a considerably lower resolution, though my monitor is 1920x1080 with my Nvidia settings being set at 1920x1080 with image scaling off and my resolution forced at 1920x1080 using Steam launch commands. I have absolutely no idea what to do as I’ve clean installed my GPU drivers, switched DirectX modes, fiddled with in-game settings, re-seated my GPU, and changed Nvidia global settings, all to no avail.

The ONLY luck I’ve had with increasing my image quality is, ironically, upscaling my game to 2k using DSR, but even then, the resulting graphics are still noticeably muddy as when compared to even my old 970’s capabilities. The issue persists onto other games but it’s most prominent on V2 and Dishonored 2. My GPU usage is also curiously low, not going over 20 percent even when watching a youtube video with the game running.

I’m at a complete loss as to what to do, this is one of my favorite games and ever since switching my GPU its been so disappointingly ugly, if anyone has any ideas please feel free to share, thank you very much in advance.

Do you have FSR 1.0 enabled? Try disabling it if so!

FSR is definitely disabled, was one of the first things I checked in my search, but thank you so much for your response regardless

It’s a bit tough to say through the jpg compression but it looks native to me. Have you tried the sharpening option?

However, if you’re getting this problem in other games too - it might be something with your screen. Is it an actual monitor or a TV? I had a TV screen I used as my monitor for a while and it had a similar issue with scaling when it running in HDMI mode and not as a computer screen, if that makes sense.

Other than that - try using some other output method, switch between the ports or try HDMI/DP, depending on what you’re using now.

I am indeed getting this problem in other games. My monitor is ran through HDMI but it’s a newer cable so I’m fairly certain there should be no issue there, additionally switching out the cable for DP doesn’t change the effect whatsoever but I’ll double check right now.

The only other thing that comes to mind is the other upscaling method Nvidia has, I think it should just be listed as scaling in the control panel, separate from DSR. It also wouldn’t hurt to set smoothness to 0% in DSR.

You can also try to disable image scaling in the scaling tab and make sure it’s done on the GPU. That should at the very least confirm if the resolution is actually lower than native.
