Enemies appearing right next to players out of nowhere -- is this intended?

Issue Description:

Since the most recent patches, I’ve noticed enemies appearing suddenly out of nowhere, often right next to or behind players. See attached video for an example. (This makes encounters very hard to size up ahead of time – you jump down into what appears to be just a pair of ragers and then suddenly there’s a huge crowd right there with them and you get destroyed.) Is this intended behavior, or a bug?

Steps to Reproduce:
I don’t know how to reproduce it. It seems random. I’m not sure if it’s specific to certain maps. It really jumped out at me and my friends after the latest patch but I’m not certain it’s new; it’s possible we just never noticed it before. It seems more common now. We noticed it happening in an especially obvious, pronounced way on the Refinery Delta-17 mission last night (see attached video).

Just since the latest patches, or before then as well?

as far as i know, since the map was released.
