Only when enemies have no mechanics, complicated movesets and special abilities, and when there are lack for enemy types, then for sure you can provide challenge only with increased spawns and HP pools.
If you want to speak about TIDE GAEMS, where are storvermin equivalents, shielded human sized enemies, enemy casters? Considering how ranged is stronger in DT, there are no enemy support mobs that can cast some buffs/heals (purple mist is what a new special enemy should have been doing).
Because you can’t have a meaningful moment to moment combat with 11 crushers. That’s why ARPG-s are scaling towards screen clearing aoe, and in Sekiro you don’t need 20 mobs to attack you at the same time.
With DT they are loosing those engaging moments when every mob become a horde mob. Meta shifts towards AoE, infinite cleave and in case with crushers to slap rend on every weapon.
Them overbuffing every aspect turned DT in some mix of mmo with utilizing your ability and blitz as some sort of main skills instead of situational panic buttons and specialized tools plus first person ARPG build mindset.
Unless the engine gets overloaded with pure enemy spam.
