Disrupt Destiny do not stack, sometimes doesnt work at all

Steps to Reproduce (Required):

Get Disrupt Destiny with Lingering influence. Get range weapon like revolver , get into mission and start shooting blue mobs. 30%of missions you will get bug immedieatly after killing ~10 blue mobs, sometimes its almost at the end of mission. After killing blue mob you will see Disrupt Destiny icon showing for 1sec , but wont get any stacks

It works and stacks but the buffs UI is broken after Path of Redemption update.
