Disdain skill is still not effective and cannot cause damage increase

I ran tests to tell if the icon was not showing but the damage was still being applied and is not the case, I tried hitting multiple targets with grenades, shotguns, Crusher, Eviscerator, Chain Axe, Heavy Sword and then using those same melee weapons I did not see a damage increase.
