All I can see is 3 aborted purchase attempts on the 19th of July which is odd, as I understand your purchase was made on the 17th of July. The last purchase prior to that was on the 30th of June.
Could you double-check that you’re logged in to the same account on both the Microsoft Store & Xbox App on your PC please?
I also recommend that you start a ticket with Microsoft Support, as they have the power to refund you in this situation - let us know if you have any trouble.
