im not sure, but i dont think that is how finesse is calculated

Increases to weakspot/crit damage only affect the bonus damage caused by those hits, not the total damage. In your case, the weapon does +109 damage on a weakspot hit, which is what Decapitator (or any other similar bonus) is modifying - doing the math, you get 109 * 1.2 = 130.8
