Deadshot Feat bug with High ROF weapons

Issue Description:
The level 25 Veteran feat “Deadshot” drains stamina much faster than advertised when using the Accatran recon Lasgun. Seems to drain 10% stamina with each shot, instead of only while holding down right-click to ADS. Also has this issue with the burst-fire Autoguns (triggers twice per bullet).

Steps to Reproduce:

  1. Go into Meat Grinder.
  2. Confirm Deadshot talent is selected.
  3. Equip Recon Lasgun or Autogun (likely any high ROF weapon).
  4. ADS
  5. Fire
  6. Watch stamina go away super fast.
  7. Be sad.

Tested out in meat grinder as of today, still has the same bug.
