What does the curio perk “Damage Resistance (Tox Flamers)” actually do?
I tried it and I get burnt just as much.
Don‘t know what exactly you tested, but unless the effect got bugged in the latest update, it reduces any damage taken from both flame thrower specialists.
Without damage resistances, you take 8 dmg per tick from the flames.
With 3x 20% dmg resist (stacks multiplicatively to 48.8% dmg reduction), you take 4 dmg per tick.
I still lose all my toughness.

Because the fire from Flamers and Bombers does not deal toughness damage.
The fire simply removes all of your toughness.
Further exposure to the fire deals health damage and that damage is reduced by the respective damage resistance from curios.
