Content file locked in newest 1.9.2 update Steam

Issue Description (Required):

On Steam i can NOT update the game cuz content file is locked. it downloaded the update yes but it does NOT want to update it cuz some content file is locked. Can i get any support am truying for like an hour.

Reproduce what?!
It downloaded the newest updated,
It doesnt want to install the newest update.

Do note i cleared Steam download cashe, changed the download region, verified the files, even contacted Steam support.
