Confident Strike toughness gain resets toughness regen timer

Issue Description:
Confident Strike causes the toughness replenishment starting timer to reset each time Conifdent Strike awards you toughness. This makes toughness regeneration useless if you’re attacking enemies.

Steps to Reproduce:

  1. Equip a weapon with “Confident Strike” (toughness regen on chained hit)
  2. Have high toughness replenishment to make it more obvious
  3. Take toughness damage
  4. Watch toughness regen start quickly
  5. Take toughness damage
  6. hit enemies and watch your toughness replenishment never happen because Confident Strike is resetting the toughness regen timer each time Confident Strike gives you toughness
