Castigators stances doesn't refresh toughness if standing in flames

Issue Description (Required):

I’m not sure if it gets busted immediately a second time or it’s supposed to be like this, but there doesn’t appear to be any toughness replenishment from Castigator’s Stance if you’re in flames / being flamed by a Flamer. The damage reduction kicks in, but there’s no refresh of the toughness bar, and a second break of the toughness bar.

Steps to Reproduce (Required):

  1. Stand in flames, break toughness and stay there taking health damage
  2. Activate Castiagor’s stance - no toughness is refreshed
