this is a but I have since latest patch
I drink a health potion (green) the health is not restored, the bottle is still there, I repeat over again and character won’t heal, it happens with any character, any map, any difficulty

By any chance are you wearing the trinket that doesn’t let you heal?
First, bug reports belong in the bug report section.
Second, and in this case more importantly, you most likely have a necklace with Nature’s Bond equipped. That Trait gives regeneration, but prevents self-healing.
That said, I had trouble with healing caused by genuine bug at one point (reported on Steam forums), so there might still be something going on. Check your Necklace anyway.
