Cannot Start Havoc Mission without Accepting Rewards Chest First

Issue Description (Required):

Party will be blocked from starting a Havoc mission if anyone in the party has an unclaimed Havoc weekly rewards chest.

Steps to Reproduce (Required):

  1. Have an unclaimed weekly rewards chest
  2. Join someone else’s party via Party Finder.
  3. Cannot start mission due to “ineligible player”
  4. Claim chest and become eligible

Yes, but I haven’t tried disabling them
