The weapon trait resourceful combatant does not seem to be functional with the bounty hunter’s “Just reward” talent (which removes natural cooldown). Is this a bug or intentional?

Intended. Because of the way the talent works, all cdr related stats and concentration potions are invalidated
We’re reworking this in an upcoming patch.
