There is a mod called Bolt Staff Tweaks and its fantastic. I would love to see its features in the base game or the mod sanctioned. Its hard to use a sniper weapon when you dont have the option to zoom in.
Its frustrating to use when you need to headshot to be effective with it but its just not fun trying to find tiniest of heads with a high FOV, or going to lower FOV but then being motion sick.
Please add zoom to boltstaff!
