Patch 13 PN mentioned a “general” change to the blessing stacks indeed, albeit it appears to me that the meaning was either lost in translation, or that the changes listed were incomplete. What that change inquired is that the Bloodletter on Chainaxes was buffed to 10-16, and 11-14 for Chainsword.
Eviscerator was omitted, and I don’t know why exactly, at least with reference to dev commentary, but there is an interaction between Bloodletter and the weapon that is unique to Eviscerator - the weapon can apply listed bleed stacks to multiple targets, with respectively revved H1 (Mk 2) or revved L attacks (Mk 15).
One can probably envision that theoretically applying 16 bleed stacks to multiple targets is ridiculous and should never be the case. For the record, maxxed bleed stacks, i.e., at 16, will deal over 1000 damage to most armour/health types, throughout the entire duration of the damage-over-time effect.
You could practically rev and attack, cleave several targets, and let them bleed to death, while also allowing the attack to possibly stop cleaving on an elite, which would also get 16 stacks of bleed. This is a lot of value for a very low effort an attack, especially since you could cancel the attack mid-animation, as Bloodletter applies its stacks on the first tick of damage.
All this would require (IMO) extremely minimal effort from the player, for an extremely huge reward.
Marking “bug” threads as “acknowledged” by the community devs mostly only means that an issue has been somewhat ticketed with the actual team of developers of the game, but if there hasn’t been a follow-up, then either no one bothered to relay this back to this trail (patch notes would be a better way to do that), or none of the devs consider it an actual bug.
I can’t imagine this going unnoticed for so many months, if it were functioning with disarray in regard to the design, and so I assume this is working as intended, and Bloodletter is indeed in that place right now, so that the blessing is not blatantly breaking the camel’s (Eviscerator’s) back.
