Base game characters are talking way too much, but still silent if Arbite is present

The most recent hotfix included “Fixed banter frequency: banter has been increased for all classes during missions.” at the top of the General Fixes section.

Since this hotfix, every match I have queued for has contained atleast one Arbite and every time the party banter has been silent. This is clearly not intended but I actually don’t mind this, because:

Every private match I’ve played with a friend since the hotfix, with every character in the match being just the base game rejects, talks constantly. I have heard the same voice lines repeated every few minutes for every match I’ve played since the hotfix.

It wasn’t like this pre hotfix, its kind of driving me insane listening to it.
