Barrel fire and flamer tank fire still targets health instead of toughness

Issue Description (Required):

Fire from barrels and a flamer tank explosion chips away health instead of toughness. In fact it doesnt affect toughness at all. This is frustrating and is inconsistent with how fire works for a bomber grenade, or the enemy flamer spraying it with his flamethrower since those fires chip away toughness before health.

Step in barrel fire or flamer tank explosion fire.
