Issue Description (Required):

The All or Nothing blessing increases general power instead of melee power, only for Tactical Axes and Shovels. Since it defaults to the base template, it also does not scale the values per tier.

Combat Axes and Pickaxes work as intended.

Steps to Reproduce (Required):

  1. The overrides in the weapon trait templates for Tactical Axes and Shovels have conditional_switch_stat_buffs defined (instead of conditional_stat_buffs)
  2. So the blessing defaults to the base template which grants a power_level_modifier of 10% per stack, regardless of blessing tier, instead of the intended melee_power_level_modifier
