Also just to add, @DornIvanotic contacted me with some info, and it may be an issue with file corruption on Steam’s part.

They mentioned uninstalling all Valve files using a removal tool e.g. Revo Uninstaller, and then reinstalling Steam resolved the issue for them.

I’m in. A reinstall of steam with the same game download as previous post now loads properly. This can be marked as solved.
