What's Fatshark's Apprehension Around Perfect Block Blessings?

Why does Fatshark seem to have an issue making Perfect Block Blessings not terrible in their effects or too long in their cooldown? Especially when so many other overpowered blessings exist. They made it a priority to nerf Shock Maul’s Lightning Reflexes with a 3 second cooldown amongst a sea of more egregious things. Even new weapons get a dead perfect block blessing on release.

Looks like they learnt a lesson from VT2 but if the only thing they have is a hammer, everything looks like a nail. A lack of a limiter on on-proc effects can be bad, but excessive internal cooldowns kill the effect before its ever relevant.

Even more confusing is that FS refuses to give perfect block blessings to the Devil’s Claw.

That was also my first reaction. They created new blessings which require blocking, which is already a downside and then instantly delegated those blessings to the trash tier with 20 second cooldown. Even if activating the weapon counts as block action, as someone suggested elsewhere, what’s the fear here? Zealot is a walking Swift Slaying blessing anyway.

This is rather funny, especially in the world where stuff like Uncanny, Headtaker, Slaughterer and Agile exist.
