Vet's ability modifiers doesn't reapply if use ability another time before its expired

Veteran’s ability modifiers doesn’t reapply if I use ability another time while ability still active

Steps to Reproduce (Required):

1.Play Veteran
2.have at least one ability modifier talent (red node)
3.have talent Tactical Awareness.
4.activate ability. (buff is now active)
5.kill specials to gain another ability use
6.activate ability while previous ability still active
7.ability modifiers don’t get re count

Yes, and I’ve tried disabling them

Constant (100%)
