Unable to purchase skins

Similar problem as most do acquire doesn’t work , but the overlay window shows up almost 30+ minutes later mid-game but doesn’t allow me authorize the purchase. Steam support informed to to leave the window open until the confirmation email is sent, but the window closes and repeats after authorizing purchase.

Attempted all possible fixes to my knowledge
