Unable to host a cataclysm game with people who don't own the DLC

• Cataclysm difficulty is now playable for the entire lobby if the Host has said difficulty unlocked and available (players must still meet the Power requirement, however).

It’s simply just bugged right now, I know someone who does have WoM but can’t start Cataclysm games without someone else starting the vote for them.
