Hell even conventional armies have been known for using illigal and over the counter stimulants. And the type of universe 40k is it is a no brainer to be jacked up on drugs.

Wouldn’t know I never pick those up.

Stims, sure, stims acquired from heretics? Not so much.

My favorite faction in 40k is Death Guard.

Needless to say I’m using these stimms harder than a Goliath Ganger who skipped arm day.

What is wrong with random syringes found on the ground in sewers and various plague ridden city zones? Why would not want to inject yourself with those?

Look into the Eversor Assassins. They can kill groups of space marines, and are literally so doped up they have to stay in cryo sleep because their life expectancy drops to like 10 years of them being awake. So they only get un frozen right before a mission, and frozen again immediately after.

Yup very true and stimulants in the guard is also nothing new. Couple of books even mention it. Gaunts ghost novels bring up drug use here in there so it can be assumed that it’s a thing and as long as the particular drugs are sanctioned or the pros outweigh the cons and deemed acceptable to leadership all is good in their eyes.
I also wouldn’t be surprised if Kriegers got daily rations of meth infused chocolate because it was very popular among German forces during WW2 allowing them to stay awake and effective for up to 2 to 3 days!
