Talents and hero perks that have to do with blocking do not trigger

Issue Description (Required):

At the very least for ironbreaker Bardin’s rune-etched shield and I believe for handmaiden talents (though I did not test again to confirm, this is simply from memory), there either isn’t an icon or the talents simply do not trigger when attacked while blocking.

Steps to Reproduce (Required):

  1. Pick ironbreaker Bardin with rune-etched shield
  2. Choose hammer and shield
  3. Choose the rune-etched shield perk
  4. Get attacked while blocking
    I have only tested with specifically rune-etched and a shield and hammer. I did not test to see if it is simply the icon not appearing or if the whole talent is busted.
