I don’t know why anyone would feel that. As far as I can tell the only ranged stagger present in previous tide games is the ratling gunner and ungor archers. And I would be extremely baffled to find even a single experienced tide player that likes ungor archers.
I agree completely. Ranged combat needs to be overhauled - enemies, weapon handling and balance, suppression, cover, etc. Fatshark is not an experienced FPS dev and their only “innovation” (the suppression system) is so badly implemented that it may as well be considered a bug. I would ask why they don’t copy the industry standard but they hardly even copy themselves where it matters.
