Smelter Complex Power Supply Interruption Has Normal Lighting

Issue Description:
We just ran a Smelter Complex HL-17-36 mission with the Power Supply Interruption Special Condition and the lighting levels were standard all throughout the map, but the map still had the extra Daemonhost spawns that normally comes with Power Supply Interruption.

Steps to Reproduce:

1. Play Smelter Complex w/ Power Supply Interruption Special Condition
2. Load In Map And See No Additional Darkness Effects On Map
