I have zero interest in the VS mode, and was quite relieved to see this 
in the 2019 announcement.
And now we have an exclusive VS Portrait? Please tell me this is a one time thing for the beta and not the start of a slippery slope sort of thing.
A lot of the information in the 2019 announcement is outdated and doesn’t necessarily hold up anymore. I’d say it’s best to just rely on the information from the currently active FAQ and from any news and announcements since we re-announced Versus in December of last year.
That said, that doesn’t mean that there will be more rewards of this sort that can only be unlocked through Versus, but it does mean that that’s not off the table. We’re still figuring where Versus will land and what we want to do with it, past its existence as a game mode.

I’m not exactly sure which steam ID is required so I just pasted the one I thought was needed. I want my bling, dammit!

also do we need just to log in between August 21 - September 2 right? not necessarily playing a game
i played the versus beta before, but didnt sign up on the newsletter so not sure if it counts but ill play another game now ahah
As long as you played at any point between August 21 and September 2nd and you sign up to the newsletter, it counts, yes!
To get the correct Steam ID:
On Steam, click on your name at the top right and hit ‘Account Details’
On the page where this takes you, there should be a spot with your name in big bold laters.
Under it, it should say Steam ID: bunchanumbers
Copy paste that!

Also, was there a post advertising a clip submission contest (a la original TF2 saxxy awards) or did I hallucinate that? I can’t find it anywhere.

I fear I sent the Steam URL instead of the Steam ID. But seeing how the Steam URL includes the Steam ID, it should be fine, right?

I would like to report that I never received my frame. I signed up and played a couple matches of the Beta. I am wondering if I messed up somehow on the sign up? I am getting newsletters from Fatshark on my emails though.

Well, I will say I am happy I am not the only one who is wondering why they haven’t gotten the portrait yet.
Misfortune loves company I guess haha.
The portrait is not ingame yet, haha! It’ll arrive on the 31st with the Geheimnisnacht update. Apologies for the delay!
