Dropping a note on this bug to say that it STILL does not work following patch 1.0.25 which included a buff in the patch notes to boost the regenerated amount from 10% to 15%.
The feat does not work in any way and zero toughness is regenerated ever, even though the patch notes imply the value has been tweaked.
