Scavenger not progressing

Issue Description:
Playing mission with Scavenger Aura does not progress the Resupply Allies penance.

Steps to Reproduce:
Play a mission with Scavenger aura

Platform:
[Steam]

Player ID:

Approx. Time of Issue & Timezone:

Reproduction Rate:
Once - Constant (100%)
None of the games with Scavenger progressed penance at all.

Can confirm, many others are expressing the same issue. Apparently it has to do with certain talents that breaks it, such as Survivalist.
