Sample Collector (Hive Scum Talent) is not working and/or is extremely inconsistant

After patch 1.10.4 maintaining Chemical Dependency on Hive Scum has felt extremely difficult with Maxed Out Chems. I am using a stimm with 50% viscosity leading to a 45 second cooldown timer, which when combined with the 15 second duration leads to a 60 second cooldown timer for the simm, which matches Chemical Dependency’s duration of 60 seconds.

I am also using the talent Sample Collector, which states it reduces the cooldown of the hive scum stimm by 1% per kill (2% per kill when the enemy is affected by chems). Given this, it should only take a few kills to guarantee that the stimm cooldown will be up within the duration of chemical dependency, and it is not. Sometimes the stimm isn’t available until several seconds after chemical dependency has fallen off, but other times the stimm is available within the chemical dependency duration (but usually only just barely). It is very very inconsistent.

Steps to Reproduce (Required):

It appears to only happen in mission (it seems to work in the Meat Grinder). In mission it is happening 100% of the time.

Yes, and disabling them has had no effect on the results
