Recon Mk 6d Lasgun crits are consuming ammo

Issue Description:
With patch 14, the Mk. 6d Recon Lasgun appears to consume ammo when it crits even with the talent “Shock Trooper”.

Steps to Reproduce:
Have crit chance as high as you can via perk and talent points paired with Shock Trooper, go into Psykanium and hose down a Crusher. The yellow crit numbers appear but the ammo still gets eaten.
